We can make content place holder in Master Page Read only by putting ControlMode="Display"

We have a social networking platform that allows a user to post an idea and then lets other users review, vote and comment on ideas. We've got surveys, blogs and wikis to provide additional context, which can also be used as a collaboration space as an idea evolves from incubation through whatever stages you need.
